Im currently a freshman at Oakland Highschool and before school ends, I am to produce a research paper based on any topic having to do with health.
I decided to do mines on Drug Addiction. Ive got some good sources off the net. So far so good although the whole project has been stressful.

The question is: I know I should be putting in some commentary of my own after some concrete details. I wanted to know, if it would be acceptable to write a question for commentary?

Ex.
Concrete Detail: Teens or adults who abuse drugs are more likely to be in dangerous situations, such as, DUI or having unprotected sex.
Commentary: Drug abuse and addiction comes with many life threatening consequences, yet many still abuse them. Is it all out of curiosity?

Yes, it is okay to use questions as commentary. However (and this is a big however), a question often leads to a need to answer it. In your example, I expect you to analyze the situation of whether or not this is curiosity. You could provide real world examples here, or ignore it. But at some point, you need to address the question. (Unless the question is hypothetical. In your example, the question is not…it leads me to believe you know the answer.)
